Is there a computer program (preferably free :D) that allows multiple people on different computers to collaborate on one drawing? So, like a Microsoft Paint or Photoshop that allows you to collaborate.

there's not a program that you can download that allows you to do this, but there are several online that you can C:
I personally am a fan of iScribble.. It's not a very fancy one- you get three layers, a pencil tool, an eraser, and I think a paintbrush and that's about it. It's more meant just for random doodling (though I have seen some people make some pretty impressive stuff on it) and there is a chat window below the drawing area so you can talk while you draw together. If you become more established on the site and submit artwork and such, you gain access to new tools to use while drawing. (I'm not exactly sure what, I always just use it for doodles xD ) You can join public boards, or you can make private boards that people can only access through invite.
There's also a think called paintchat, or pchat for short, that is rather popular. I personally don't use it so I don't know much about it, but I know people who do use it and really love it, so if iScribble isn't what you're looking for, you may wanna' look into it.
